Authorizes the West Virginia Department of Education to retain up to $15 million annually from instructional program allocations to implement a replacement uniform budgeting and accounting system for school districts

Permits the Department of Education to retain up to $3 million annually beginning in the 2026-2027 school year to support full implementation of the Third Grade Success Act

Requires the Governor to include in each annual budget the reappropriation of unused accumulated balances remaining with the Department of Education to continue instructional improvement initiatives

Allows county boards of education to use up to 50% of their teacher and leader induction allocation for Safe Schools Fund projects

Removes previous restrictions that allowed counties to redirect portions of instructional improvement and instructional technology funds toward facility repairs, equipment maintenance, and emergency purposes
