Establishes an advisory council through the Office of Maternal, Child and Family Health on the uses of progesterone and mifepristone in pregnant women, excluding anyone affiliated with abortion industry organizations from serving on the council

Requires development of training on using progesterone to counteract mifepristone during chemical abortion (often called "abortion pill reversal")

Requires development of training on risks, identification, and treatment of adverse outcomes from chemical abortion, particularly those requiring emergency care

Mandates hospitals and similar licensed institutions to ensure healthcare providers in gynecologic, obstetric, and emergency services complete these trainings

Allows contracting with third-party organizations to provide the training, provided they are not abortion industry organizations
