Grants uncertified municipal fire officials a 2-year probationary period to complete certification requirements through National Fire Protection Association (NFPA) examinations or equivalent testing

Establishes three certification categories: Fire Code Official (requires NFPA Certified Fire Protection Specialist or combination of Inspector and Plans Examiner certifications), Fire Code Inspector, and Fire Code Plans Examiner

Permits municipalities to employ certified code enforcers on full-time, part-time, or contractual basis to serve single or multiple local governmental entities

Designates municipalities or local governmental entities as the authority having jurisdiction when their certified fire code personnel conduct inspections
