Mandates that physicians discuss the full scope of interventions that will be withheld or permitted under each category with patients or surrogates to ensure informed consent when placing or changing DNR orders

Requires hospitals and healthcare facilities to adopt or amend internal policies to incorporate the two-tier code status system, provide staff training, and implement standardized order sets or electronic health record templates

Amends the West Virginia Do Not Resuscitate Act (§16-30C) by adding new definitions and compliance requirements for the expanded code-status framework
