Transfers authority to hear appeals of law enforcement certification decisions from the Deputy Secretary of the Department of Homeland Security (formerly Military Affairs and Public Safety) to the Office of Administrative Hearings

Applies to appeals from individuals denied entry into law enforcement certification programs, trainees not allowed to continue training, officers denied certification reactivation, and officers whose certification has been denied, suspended, or revoked

Expands the Office of Administrative Hearings' jurisdiction to include appeals from decisions or orders of any subcommittee of the Governor's Committee on Crime, Delinquency and Correction

Amends West Virginia Code sections §15A-2-4 and §15A-9-3, introduced February 11, 2026, and referred to the House Judiciary Committee
