Modifies the Joint Oversight Committee's mission from overseeing "information collected" to ensuring the West Virginia Fusion Center "operates fairly, impartially, and effectively"

Establishes structured access rules for select committee members, requiring visits during regular operating hours with compliance to security procedures, while prohibiting access to classified information, federal partner systems, and personally identifiable information

Requires the Legislative Auditor to conduct an annual audit by December 1 reviewing non-classified operations, internal investigations, disciplinary actions, compliance with 28 C.F.R. Part 23, employee training, purchasing processes, and security incidents

Removes the committee's subpoena power and direct budgetary review authority that existed in previous law

Establishes that intentional violations of federal regulations or egregious conduct by Fusion Center employees can result in access revocation, termination, and criminal referral to law enforcement
