Renames "Batterer Intervention and Prevention Program" to "Abuse Intervention Program" throughout West Virginia's Domestic Violence Act and related criminal code provisions

Expands program delivery options to allow live, synchronous virtual classes in addition to in-person sessions at physical facilities, with the requirement that programs must offer an in-person option to also provide virtual classes

Updates the Family Protection Services Board membership requirements to include a representative from an abuse intervention program (rather than batterer intervention program)

Maintains all existing licensure requirements, confidentiality provisions, and closure procedures while applying them to the renamed program

Continues eligibility for deferred adjudication programs for certain domestic violence offenses, with participation in licensed abuse intervention programs as a potential condition
