Authorizes the Division of Motor Vehicles to issue special mine rescue registration plates for a one-time $10 application fee in addition to standard registration fees

Includes mine rescue personnel in workers' compensation coverage for post-traumatic stress disorder as a compensable occupational disease, when the employer elects to provide such coverage

Makes mine rescue personnel eligible for the Medal of Valor, awarded to first responders who demonstrate gallantry and intrepidity at risk of their lives above and beyond the call of duty
