Requires all state-supported law enforcement agencies in West Virginia (State Police, sheriff's offices, municipal police, regional jails) to apply for and maintain a federal 287(g) agreement with ICE within 60-180 days of the effective date

Mandates detention facilities with 300+ beds to pursue the Jail Enforcement Model for immigration enforcement; facilities may only use the Warrant Service Officer Model if ICE provides written denial of the jail-based program

Establishes minimum cooperation standards requiring agencies to share information with ICE, verify immigration status when federal warrants exist, provide advance notice of inmate releases, and coordinate custody transfers

Authorizes the State Treasurer to withhold state law enforcement, corrections, and public safety funds from noncompliant agencies, with withheld funds escrowed for up to 180 days before being redistributed to compliant agencies

Takes effect April 1, 2026, with semi-annual reporting requirements to the Attorney General and the Joint Committee on Government Organization on MOA status, trained personnel, and ICE coordination statistics
