Creates a new criminal offense for recklessly causing or attempting to cause physical harm to a service animal while it is assisting a person who is blind, deaf, hearing impaired, or has an ADA-defined disability

Prohibits taunting, tormenting, striking, injuring, or throwing objects at service animals, as well as interfering with or obstructing the animal or its handler

Classifies violations as a misdemeanor punishable by up to one year in jail, a fine of up to $500, or both

Requires defendants to pay full restitution to the handler, including the value of the animal, replacement and training costs, veterinary expenses, medical expenses for the handler, and lost wages during any period without the service animal

Applies to both a person's direct actions and actions by their pets or other animals in their possession
