Exempts open-top farm trucks, trailers, and vehicles hauling hay, straw, silage, and other biodegradable vegetative products from penalties for load escape violations under West Virginia highway laws

Exemption does not apply when vehicles are carrying full bales or bale portions large enough to cause injury if they escape from the vehicle

Authorizes the Commissioner of the Department of Highways to establish reduced speed limits not exceeding 45 mph for vehicles hauling biodegradable farm products prone to blowing away

Permits the Commissioner to require special permits for farm vehicles transporting biodegradable field products

Updates existing statute language by replacing "shall" with "may" and "said" with "the" throughout the load securement provisions
