Prohibits lobbyists from receiving any compensation (direct, indirect, or in-kind) for lobbying activities conducted on behalf of foreign adversaries, their political parties, or their officials

Designates specific foreign adversaries including China, Russia, Iran, North Korea, Cuba, Venezuela, Syria, Belarus, Qatar, Yemen, Afghanistan (Taliban), Vietnam, Laos, and various terrorist organizations like Hamas, Hezbollah, and designated Foreign Terrorist Organizations

Requires the West Virginia Secretary of Homeland Security to annually update the list of prohibited foreign parties in consultation with the Governor, Secretary of State, and Attorney General

Authorizes civil penalties of $5,000 to two times the compensation received per violation, plus disgorgement of all compensation, with the Attorney General empowered to file enforcement actions and issue civil investigative demands

Mandates lobbyists working for foreign adversaries to verbally announce their name and foreign adversary affiliation upon entering any lobbying location
