Prohibits West Virginia from participating in mandatory implementation of the federal REAL ID Act of 2005 (Public Law 109-13) for state-issued driver's licenses and nondriver identification cards

Directs the Department of Transportation and Division of Motor Vehicles to cease mandatory implementation of REAL ID national standards

Requires the DMV to report any attempts by the U.S. Department of Homeland Security to enforce REAL ID implementation to the Governor

Makes REAL ID-compliant licenses and identification cards optional for West Virginia citizens who voluntarily choose to obtain them

Declares the REAL ID Act violates Tenth Amendment federalism principles and causes unnecessary expense and inconvenience to state residents
