Amends and reenacts 36 sections and repeals 14 sections of West Virginia Code Chapter 23 (Articles 4 and 5) to modernize workers' compensation statutes by removing provisions made obsolete by 2005 and 2006 legislative and regulatory changes.

Replaces references to the former "Workers' Compensation Commission" with "Insurance Commissioner" throughout the code and standardizes references to public offices and agencies.

Modifies the Workers' Compensation Board of Review membership requirements from a fixed five members to a flexible range of at least three but no more than five members.

Updates procedural requirements for injury reporting, claims processing, and benefit payments, including clarifying that employers must report injuries to their workers' compensation insurance carrier or claims administrator within five days.

Makes technical corrections throughout including updated statutory citations, spelling and grammatical changes, and removal of redundant language related to the former commission structure.
