Requires geographically specific bondsmen lists for each county and detention facility, including only bondsmen with offices or operations within 50 miles of the facility

Mandates a statewide master list containing all licensed bondsmen with their name, license type, business address, county, and contact information

Preserves detainees' right to select any licensed bondsman statewide, requiring facilities to provide access to the master list and facilitate communication upon request

Authorizes the Insurance Commissioner to promulgate rules for service-area verification, monthly list updates, electronic distribution, and facility compliance auditing
