Prohibits state and local government entities from contracting with "scrutinized companies" for technology-related products or services, including companies organized under foreign adversary laws, owned by foreign adversary governments, or selling products originating from such companies

Mandates lobbyists representing PRC-affiliated military companies to disclose their foreign adversary status and acknowledge they are acting as agents of a foreign adversary, with violations punishable by $100,000 fines and 1-3 years imprisonment

Creates the Transnational Repression Act (Sections 14-20) to address foreign government intimidation activities within West Virginia, requiring law enforcement reporting and training

Establishes a $50,000 whistleblower payment for individuals who provide information leading to findings of violations under the lobbyist registration requirements
