Establishes a process for West Virginia to declare federal court decisions "null and void" within the state if the Governor, Attorney General, or Legislature determines them to be unconstitutional or outside the court's geographic jurisdiction

Creates the Joint Committee on Constitutional Review, a permanent legislative body that meets quarterly to analyze federal judicial decisions and recommend whether to introduce nullification resolutions

Requires any joint resolution declaring a federal court decision unconstitutional to pass both legislative chambers and be signed by the Governor to take effect

Prohibits state officers, employees, and government contractors from expending funds or assisting in enforcing any federal court decision that has been nullified under this act

Makes it a felony punishable by 1-5 years imprisonment and $5,000-$25,000 in fines for anyone who knowingly enforces a nullified judicial decision in West Virginia, with no immunity defense available
