Criminalizes intentional distribution of AI-generated "deep fake" images or videos depicting a person engaged in sexual conduct they did not actually perform, when done without consent and with intent to coerce, harass, intimidate, or damage reputation

Penalties range from up to 90 days imprisonment and $1,000 fine for basic violations, up to 1 year and $3,000 fine if intended to cause violence or bodily harm, and up to 5 years and $10,000 fine for repeat offenders within 5 years

Exempts constitutionally protected speech including political commentary, artistic works, criticism, satire, parody, and newsworthy content from prosecution

Provides safe harbor for digitally manipulated media that includes clear disclosure indicating the content is not real

Allows the Attorney General, county prosecutors, depicted individuals, or injured persons to seek injunctive relief against violators or those about to violate the law
