Repeals West Virginia's existing Article 16 requiring state law enforcement cooperation with federal immigration authorities, replacing it with new Article 17 titled the "West Virginia Community Trust and Law Enforcement Cooperation Act"

Prohibits state agencies from entering into new 287(g) agreements that delegate federal immigration enforcement authority to state or local law enforcement, and suspends existing agreements

Bars state agencies from detaining, arresting, or transferring individuals to ICE based solely on immigration detainers or administrative orders without a judicial warrant issued by a court

Restricts ICE access to nonpublic areas of state facilities and sensitive locations (schools, hospitals, places of worship, government buildings, private residences) without a judicial warrant

Requires state or local officers cooperating with federal immigration enforcement to wear and activate body-worn cameras, and mandates annual reporting to the Joint Committee of Government and Finance on detainer requests and associated costs
