Adds a $20 court cost for all misdemeanor and felony convictions, with proceeds deposited into the West Virginia State Police Forensic Laboratory Fund

Imposes an additional $50 cost upon conviction of any misdemeanor or felony where West Virginia State Police Forensic Laboratory resources were utilized in the case

Amends §59-1-11 of the West Virginia Code governing fees charged by circuit court clerks

Creates a new funding stream for the existing State Police Forensic Laboratory Fund established under §15-2-24d of the code
