Out-of-state landowners must register their property ownership with local enforcing authorities within 60 days of acquisition, including a mailing address, designated in-state agent for service of process, and contact information

"Dilapidated property" is defined as structures that are unsafe, unfit for habitation, in violation of building/housing/fire codes, or vacant and unsecured for more than 12 consecutive months

Enforcing authorities must provide written notice of violations with at least 30 days to comply, specifying conditions requiring repair, securing, or demolition

Civil penalties start at $15,000 for the first 30 days of noncompliance and double for each subsequent 30-day period, with penalties accruing automatically

Failure to register as an out-of-state landowner constitutes a separate violation subject to fines under the penalty provisions
