Requires data centers and microgrid district developments in growth counties with majority karst hydrogeology to use only surface water for non-domestic purposes, prohibiting groundwater wells as water sources

Removes previously proposed provisions that would have prohibited counties and municipalities from regulating certified microgrid districts and high impact data centers through zoning, permitting, or land use ordinances

Removes provisions that would have exempted certified projects from county and municipal building codes, inspection requirements, and license requirements

Maintains requirements for certified microgrid districts and data centers to pay local taxes (business and occupation, sales, property) and municipal service fees at the same rates as other businesses

Preserves the Department of Commerce's Data Economy Liaison position to assist with site selection and permitting for certified microgrid districts and high impact data centers
