For-profit thrift operators must prominently display the statement "THIS IS NOT A CHARITY. DONATIONS MADE HERE SUPPORT A FOR-PROFIT BUSINESS" on drop boxes, at donation sites, and at checkout locations

Charitable organizations and 501(c)(3) thrift operators must disclose their name, business address, and telephone number to donors and customers

First-offense violations are misdemeanors punishable by fines of $100-$500, up to six months jail, or both; subsequent offenses carry fines of $500-$1,000, up to one year jail, or both

Authorizes the Secretary of State to investigate violations and bring civil enforcement actions, with recovered funds split between the General Revenue Fund and the Secretary of State's operations account
