Requires all public properties, buildings, and facilities funded by West Virginia state, county, or municipal funds to prominently display the national motto "In God We Trust" and the Ten Commandments, if funds are available.

Specifies the "In God We Trust" display must be at least 11" x 14", feature the motto as the central focus in large font, and include representations of both the U.S. and West Virginia flags.

Mandates Ten Commandments displays of at least 16" x 20" in every public elementary and secondary school classroom and library, public higher education institutions, and all taxpayer-funded public buildings.

Prescribes the exact text of the Ten Commandments to be displayed, using traditional Protestant/King James Version wording.

Allows costs to be covered through private donations, gifts, grants, and bequests, with public funds permitted only to replace non-compliant displays.
