Requires all West Virginia cities, towns, and villages to align their municipal elections with regularly scheduled statewide primary or general elections by July 1, 2032

Allows municipalities to amend charter provisions governing election dates and transitional term lengths through ordinance adopted by the governing body, without requiring a separate voter referendum, solely for the purpose of achieving election date conformity

Permits one-time transitional adjustments to elected municipal officer term lengths (shortened or lengthened) to align with the new election schedule, with extensions limited to no more than 18 months beyond the regular term

Prohibits any ordinance adopted under these provisions from extending an incumbent elected officer's current term beyond what they were originally elected to serve

Requires municipalities to share election administration costs with county commissions on a pro rata basis based on registered voters in the municipality compared to total county registered voters
