Allows public utilities in West Virginia to elect using a "Future Test Year" (the 12-month period when new rates take effect) instead of historical data when filing rate cases with the Public Service Commission

Requires the Commission to use Future Test Year cost, revenue, and rate base projections if the utility chooses this method for calculating new rates

Permits utilities to include either a percentage of construction work in progress in rate base or allowances for funds used during construction when calculating proposed rates

Directs the Public Service Commission to promulgate rules establishing requirements for supporting documentation and projections utilities must submit when using Future Test Year data

Renumbers existing subsections of §24-2-4a to accommodate the new Future Test Year provisions
