Creates the Central West Virginia Economic Development and Rural Revitalization Program within the Department of Commerce, covering Webster, Clay, Braxton, Roane, Calhoun, Wirt, Lewis, and Gilmer counties

Authorizes grants, loans, and technical assistance for business development, workforce training, infrastructure projects, broadband expansion, downtown redevelopment, housing, and tourism initiatives in the eight-county region

Establishes a Central West Virginia Investment Tax Credit of up to 25% of qualified capital investments for businesses that create or retain jobs, applicable over up to five years

Creates a Small Business Job Creation Tax Credit of up to $3,000 per new full-time job annually for up to three years for qualifying small businesses in the region

Requires annual reporting to the Governor and Joint Committee on Government and Finance on funded projects, jobs created, and investment leveraged, with an effective date of July 1, 2026
