Prohibits leaving animals outside for more than 15 minutes during extreme weather conditions including temperatures above 85°F or below 32°F, thunderstorms, tornadoes, or floods

Increases penalties for second or subsequent violations from 90 days to 6 months minimum jail time and raises fines from $500-$3,000 to $1,000-$5,000

Creates a statewide, publicly available "do not adopt or sell" registry for individuals convicted of animal cruelty violations a second time
