Expands West Virginia's civil rights protection statute to add disability, gender identity, and sexual orientation to the list of protected categories alongside race, color, religion, ancestry, national origin, political affiliation, and sex

Makes it a felony punishable by up to $5,000 fine and/or 10 years imprisonment to willfully injure, intimidate, or interfere with someone's constitutional rights based on their actual or perceived protected characteristics

Prohibits using constitutionally protected speech or associations as evidence in prosecutions unless specifically related to the crime charged and probative of intent to target a specific victim

Requires courts to consider alternative sentencing options including deferred adjudication and community corrections programs for convicted offenders, particularly where programs offer opportunities for remediation or community reintegration

Designates the amendments as "Angel's Law" and was introduced February 17, 2026 by Delegate Williams
