Declares that the People's Republic of China is conducting an "illegal, asymmetric war" against the United States and West Virginia through alleged chemical warfare (fentanyl), biological warfare (COVID-19), cyberattacks, and intelligence operations

Forgives all public debt held by PRC-affiliated entities in West Virginia since October 1, 2019

Directs the Governor to take executive actions implementing the resolution, and requires the State Treasurer, Auditor, and Attorney General to identify PRC-affiliated entities

Invites other state legislatures to join West Virginia in formally declaring that China is conducting illegal warfare against the United States
