Urges Congress to immediately call an Article V convention of states limited to proposing a balanced budget amendment and fiscal responsibility constraints to the U.S. Constitution

Asserts that two-thirds of states have already submitted valid applications for such a convention since 1979, meeting the constitutional threshold, and accuses Congress of nearly half-century delay in fulfilling its duty to call the convention

Offers West Virginia as a potential host state for the convention and directs the state to prepare a delegation once a time and location are announced by Congress or a host state

Establishes a three-member West Virginia Article V Advisory Committee (appointed by legislative leadership) to monitor delegates, advise on positions, and discipline any delegate who violates instructions—including recall, demotion, or civil/criminal penalties

Requests the West Virginia Attorney General file a declaratory judgment with the U.S. Supreme Court to compel Congress to call the convention if necessary
