Authorizes the Water Development Authority to advance up to $3 million from the Distressed Utilities Account for emergency repairs and grants the Gary systems first priority for distressed utilities funding

Mandates cooperation from the City of Gary, including the mayor, city council, and employees, with monthly reports to the Legislature if a conservator is appointed

Requires preliminary evaluation reports at six months and comprehensive reports at eighteen months, serving as the pilot phase demonstration for the state's utility intervention program
