Requests the Joint Committee on Government and Finance to study consolidating West Virginia's 55 county-based school districts into fewer regional districts, in collaboration with the Department of Education

Study must analyze current district data including budgets, levies, bonds, administrator and staff counts with salaries, central office operating costs, student enrollment, and Math/ELA proficiency levels

Study must evaluate transportation impacts including costs, student transportation times, distances, and proximity of schools to central offices

Proposed consolidation analysis must address potential impacts on student achievement and communities, staffing needs for regional districts, and how any cost savings would be reinvested

Findings, conclusions, recommendations, and draft legislation must be presented to the Legislature's 2027 regular session, with expenses paid from Joint Committee appropriations
