Addresses West Virginia's ranking among the highest in the nation for residential water rates, which burdens households and hinders economic development

Study must examine leak detection technologies, metering improvements, and identification of public water systems with the highest water loss levels

Requires evaluation of financing mechanisms including special bond programs, revolving funds, and performance-based incentives such as priority grant access, reduced interest rates, and expedited permitting for efficient systems

Report with findings and recommendations due to the Legislature by December 1, 2026
