Requires a 10-year inventory and analysis of all federal, state, and other disaster recovery and flood resiliency funds that West Virginia applied for, received, declined, or failed to pursue, including reasons for non-participation.

Mandates evaluation of anticipated FEMA policy and structural changes and their projected impact on West Virginia's disaster recovery funding, planning requirements, and administrative responsibilities.

Requests a feasibility study on requiring all West Virginia Emergency Management Division and Commerce Department Community Outreach personnel to receive cross-training as disaster case managers, including cost-benefit analysis and comparison to other states' models.

Study findings and recommendations for statutory, administrative, or structural reforms must be reported to appropriate legislative committees with proposed legislative or budgetary actions.
