Urges U.S. Congress to pass the Major Richard Star Act (H.R. 2102, S. 1032) to eliminate the dollar-for-dollar offset that reduces Department of Defense retirement pay for veterans receiving VA disability compensation

Current federal law affects approximately 50,000 medically retired combat-wounded veterans nationwide who served fewer than 20 years and were medically retired with disabilities

Affected veterans lose an average of more than $1,000 per month in earned benefits due to the offset policy

Military retirement pay and disability compensation are intended to address two distinct forms of service and sacrifice, but current law treats them as duplicative

Directs the Clerk of the House to send copies of this resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and West Virginia's congressional delegation
