Requests the Joint Committee on Government and Finance to study cost-of-living adjustments (COLAs) for public school teachers, school service personnel, and West Virginia State Police members

Study must evaluate implementation options including percentage-based adjustments, fixed-dollar adjustments, or other mechanisms, and analyze how COLAs would interact with existing compensation structures

Requires analysis of projected fiscal impacts, estimated costs over time, potential funding sources, and recruitment/retention effects for the affected employee groups

Joint Committee must report findings, conclusions, recommendations, and draft legislation to the 2027 regular legislative session

Study expenses to be paid from legislative appropriations to the Joint Committee on Government and Finance
