Proposes a constitutional amendment to Article II of the West Virginia Constitution, adding a new Section 9 titled "Recognition of Holy Bible as Foundational Text"

Declares the Holy Bible (66 books of Old and New Testaments) as the "divinely inspired, inerrant foundational document" for West Virginia's society and government

Recognizes the Bible as "an accurate historical record of human and natural history" and "the utmost authority for human moral behavior"

Requires the Bible and its precepts be given "a place of prominence and reverence" in public buildings, laws, policies, and schools throughout West Virginia

Would be submitted to voters as "Amendment No. 1" at the 2026 general election, requiring two-thirds approval from both legislative chambers to place on the ballot
