Proposes a constitutional amendment to Article III (Bill of Rights) of the West Virginia Constitution, adding a new Section 23 titled "Right to Refuse Medical Procedures"

Establishes that a person's right to refuse any medical procedure, treatment, device, vaccine, or prophylactic "shall not be questioned or interfered with in any manner"

Prohibits denial of public accommodation or equal protection under the law for individuals who exercise this refusal right

Requires two-thirds approval from both legislative chambers and would be placed on the ballot for the 2026 general election for voter ratification
