Proposes a constitutional amendment to change the State Superintendent of Free Schools from an appointed position to one elected by voters every four years during the general election

Currently, the West Virginia Board of Education selects and employs the state superintendent at its will and pleasure; this amendment would remove that appointment authority

The state superintendent would remain the chief school officer and continue serving as a member of the Board of Public Works

Requires two-thirds approval from both legislative houses to place on the ballot, with voter ratification at the 2026 general election

Designated as "Amendment No. 1" with the official title "State Superintendent General Election Amendment"
