Proposes a constitutional amendment (Amendment 19) to transfer control, maintenance, and upkeep of most roads from the state to individual counties in West Virginia

Repeals eight existing constitutional amendments related to roads, including the Good Roads Amendment of 1920, Better Roads Amendment, Roads Development Amendment, Safe Roads Amendment of 1996, and Roads to Prosperity Amendment of 2017

Excludes roads that are part of the National Highway System and designated West Virginia State Highways from the transfer to county control

Requires the Legislature to authorize funding sources through the appropriations process to enable counties to independently maintain their road systems

Would be submitted to voters for ratification at the general election in 2027 if approved by two-thirds of the Legislature
