Proposes amending the West Virginia Constitution to allow registered voters to initiate constitutional amendments through a petition process, in addition to the existing legislative process

Requires petitions to contain signatures from at least 10% of voters in each county, based on votes cast for Governor in the most recent gubernatorial election

Sets a higher approval threshold for citizen-initiated amendments at 60% of voters, compared to a simple majority required for legislature-proposed amendments

Mandates that proposed amendments be published in newspapers in every county at least three months before the election

Would be submitted to voters as "Amendment No. 1" at the 2026 general election if approved by two-thirds of both legislative houses
