Proposes a constitutional amendment to Article XII (Education) of the West Virginia Constitution to include early childhood education as part of the state's free public school system

Amends Section 12-1 to require the Legislature provide "a thorough and efficient system of free schools including early childhood education"

Requires two-thirds approval from both houses of the Legislature to place on the ballot

Would be submitted to voters as "Amendment 1" (the "Free Early Childhood Education Amendment") at the November 2026 general election

If ratified, would establish a constitutional right to free early childhood education for all West Virginia children
