Timothy P. Armstead (February 26, 1965 – 2026) served West Virginia in all three branches of government: as a member and Speaker of the House of Delegates starting in 1998, and later as Justice and Chief Justice of the West Virginia Supreme Court of Appeals

The resolution names conference room 218M as the "Speaker Tim Armstead Memorial Conference Room" in his honor

Armstead earned degrees from the University of Charleston (History and Political Science) and West Virginia University College of Law, and served under Governors Arch A. Moore Jr. and Cecil Underwood early in his career

Following the 2016 West Virginia floods, Armstead spent months helping neighbors rebuild while advocating for improved flood resiliency programs, even as his own home sustained damage
