Authorizes the Speaker of the West Virginia House of Delegates to appoint employees for the Second Regular Session of the 87th Legislature, introduced January 14, 2026

Establishes per diem rates for session employees including: 12 Legislative Assistants ($115-$160/day), 6 Attorneys ($200-$450/day), 10 Assistant Doorkeepers ($120/day), and various clerks and analysts

Sets annual salaries for 35 full-time positions ranging from $40,000 (Journal Clerk) to $130,200 (Counsel to the Speaker), with committee counsel positions typically at $110,000-$120,000

Grants the Speaker authority to appoint, remove, reassign, or suspend employees as needed, and to establish additional positions with appropriate compensation

Prohibits appointed employees from receiving concurrent compensation from other state agencies and bars those who took early retirement under Senate Bill 10 (1988) from appointment
