Establishes new category for U.S. citizens temporarily residing abroad to vote absentee if they were last domiciled in West Virginia, hold valid proof of citizenship, have not established permanent residency elsewhere, and intend to return to West Virginia

Creates "overseas federal election voter" category for U.S. citizens born outside the country whose parent, legal guardian, or spouse was last domiciled in West Virginia, allowing them to vote in federal elections only

Defines "overseas State and federal voter" as U.S. citizens residing abroad with uncertain return intent who were last domiciled in West Virginia, allowing participation in both state and federal elections

Removes language allowing persons residing outside the U.S. to vote based solely on where they were last domiciled, replacing it with more specific eligibility criteria

Adds definitions for "federal election" (presidential, vice presidential, Senate, and House races) and "state election" (Governor, constitutional officers, legislature, and constitutional amendments)
