Requires every county public school system in West Virginia to conduct an annual countywide survey of students to determine their non-school eating patterns and access to nutritious food when schools are closed

Mandates each county board collect and distribute information to all students about available food resources during non-school days, including public, private, religious, and charitable organizations

Requires county school boards to submit their surveys, activity summaries, and recommendations to the West Virginia Office of Child Nutrition annually

Changes existing permissive language ("may") to mandatory requirements ("shall") for surveys and food resource distribution under the Summer Feeding for All program

Removes the provision allowing schools to include student feeding assessments in their crisis response plans for emergencies and remote learning days
