Adds up to five "educational leave days" per school year as an excused absence category for West Virginia students subject to compulsory attendance laws

Requires parents to submit a note within three days of the student's return to school explaining how the educational leave day(s) were used

Directs the West Virginia State Board of Education to promulgate a legislative rule defining what qualifies as educational leave

Amends existing attendance law that already permits excused absences for medical appointments, illness, death in family, court appearances, military requirements, college visits, and participation in sanctioned student organizations
