Creates a streamlined ordinance procedure allowing West Virginia municipalities to align their election dates with statewide primary or general elections without requiring voter approval or formal charter amendments

Requires all cities, towns, and villages to conform their election schedules to state law (§3-1-31) by July 1, 2032

Permits governing bodies to adopt conformity ordinances that adjust elected officials' term lengths for a one-time transitional period, with extensions limited to no more than 18 months beyond regular terms

Prohibits extending any incumbent official's current term beyond what they were originally elected to serve

Requires municipalities to share election administrative costs with county commissions, capped at their pro rata share based on registered voters in the municipality versus the county
