Creates a new crime of "disturbing a lawful meeting" for anyone who intentionally obstructs, interferes with, or makes utterances, gestures, or displays that "outrage the sensibilities" of a lawful meeting, procession, or gathering

Classifies the base offense as a misdemeanor, with elevated felony charges for disruptions targeting religious worship at tax-exempt places of worship

Extends felony penalties to virtual disruptions of religious gatherings conducted via video conference, teleconference, or other electronic devices

Adds this offense as a new Article 17 to Chapter 61 of the West Virginia Code
